Chairman’s greetings

In recent years, natural disasters have frequently occurred and their scale has also been increasing. This has been linked to progressive global warming. The frequency of heavy rainfall is increasing and such intense rainfalls are often concentrating on a limited area. It has been the case that existing rivers and sewers can not cope with such extreme rainfall. As disasters occur that go beyond historical experience, we have to find new ways to respond to them.

For that purpose, measures for dealing with excessive rainwater, called retention (catchment) measures, are needed now. It is important to keep the rain that has fallen in a designated place and temporarily store it. This is easy to do for everyone, and we can achieve big results if we act together. It is effective to put a rainwater tank or take measures to allow the rainwater to seep into the ground. Even better, you can make a small pond or temporary water puddle in the garden and add some plants. To reduce impacts of increasing rainfall, such measures should be implemented everywhere.

In order to promote efforts for rainwater utilization, this NPO evaluates and authenticates sites with excellent performance and promotes a technology system for their realization. In addition, for facilities that use rainwater,a technician who can  properly maintain, manage and operate them is needed. This person also has the role of nurturing human resources, as well as evaluation and certification of their ability. In addition, tests will be conducted in order to deepen knowledge and insight into general rainwater issues.

Through these activities of certification, we would like to contribute to the creation of "Rain houses", "Rain gardens" and "Rain towns" that utilize rainwater.

What is / RaCS

Targets

We will contribute to local environmental conservation andeducation with the aim of restoring a healthy water circulation system and creating a safe and green society.

Effect

As ‘guerilla’ heavy rains occur frequently, we have to keep the rainwater at the location and slowly drain it into sewers and rivers. It is important to store rainwater on site, permeate it into the ground, and evaporate it through through plants.

Activity

We will provide technical support for the creation of "Rain houses", "Rain gardens" and "Rain towns". We supervise the training of rainwater engineers and practice of rainwater utilization, and support environmental education regarding rainwater.

Background

Based on the purpose of the "Law on Promotion of Use of Rainwater", an NPO has been created, including experts of the Architectural Institute of Japan who have been involved in the creation of "Guidelines for Rainwater Utilization".

RaCS(ラクス)

Rain City Supportの略称です。雨水活用の認定、認証、検定の呼び名としてRaCSを用います。
